Abstract
This report arises from the work performed during a mission to the West Bank from May 18-25, 2008 to assess the current state of housing and housing finance markets in the West Bank and Gaza and to develop a comprehensive program of technical assistance to public and private sector housing and housing finance institutions. This report is divided into 5 sections as follows: Mortgage Law and Practice; Title Registration and Access to Land; New Community Development; Housing Development, Generally; Regulation of Mortgage Lenders; and Secondary Mortgage Markets.
